[OID]Reset=1 does not reset OIDs when tags are in an include project

Goals and Symptoms

Summary:
It was found that setting [OID]Reset=1 in the Citect ini file, did not reset the OIDs when the variable tags are located in an include project.
I've used Open Office to modify my variable.dbf.

This behaviour also exists when using the ProjectDBFAddIn macro with the 'Save Only" option.
Using the "Save and Reindex" option however allowed the OIDs to be reset

I'm able to reset without any problems if the variable tags are located in the main project after I've modified the variable.dbf using
- Open Office
- ProjectDBFAddIn macro with the 'Save Only" option

Solution:
- Have the variable tags in the main project if you are using
- Open Office
- Use the ProjectDBFAddIn macro with the "Save and Reindex" option
