Issue
When first launching CM Tool 2020 on a server (usually older versions of OS) it will ask for .NET 4.6 to be installed as it is not present. After installing the .NET and rebooting the server the CM Tool will still fail to open and will throw the following error:
"No matching constructor found on type
'ConfigurationManager.ViewModels.ConfigurationManagerVM'. You can use the Arguments or FactoryMethod directives to construct this type."

This issue happens due to a missing .NET framework component.
Resolution
1) Apply all the outstanding Windows Updates on the server
2) Install .NET 4.7.2 framework
