Issue:
PowerChute can only shutdown full licensed ESXi hosts.

Environment:
VMware ESXi versions,  5.x, 6.x, 7.x

Cause:

1. VMware restricts RCLI (remote command line interface) administration access for the free version of ESXi (no write access).
2. This is an issue with the remote command line interface (RCLI).
