PME web application is directed to settings page

PME web application goes to 'settings' page, http://<server_name>/web/#Settings, and there does not appear to be a way to go to other tabs (dashboards, diagrams, alarms, ...).  The alarm banner is also missing.
Trying to foce it to open other tabs such as http://<server_name>/web/#Diagrams doesn't help and it reverts back to the settings page.

Floating License Manager

Untrusted licenses:

          This license is untrusted and has to be repaired. Reason: Backup restored.

*Warning: During a restart of the FLEXnet License Administrator all floating licenses on this instance of the Enterprise License Server, are temporarily not available. The functionality of software products using licenses from this server may temporarily be reduced during restart.*

1. Start the Schneider Electric Floating License Manager.  

2.  In the Local tab activate one or several check boxes in the first column of the list to select the license(s) of the software product(s) to be repaired.  

3.  Click the Repair button. The Repair Method dialog opens.  

4.  Select a method for the repair option, for example 'web' (if the server is connected internet).

5.  Click the Next button. A message box opens. It indicates that a restart of the FLEXnet License Administrator needs to be performed to complete the repair process. 

6.  Click the Yes button to continue (or click the No button to abort).

7.  After the license is successfully repaired, click the Finish button.
