Note: If these ports are occupied by any other application then EPC will not run.
So here I am attaching clear port utility file and how to run this utility .
Please ask IT team to run clear port utility as per attached instruction.

How to run clear port :
Before running this application make sure that EPC is not running on your computer. The application is attached as a zip file. Please extract the content of the zip file before running the application.
Please see the picture below to execute the attached application.
After running this application, Launch EPC.
