HF0486263R export XVM and OFS update

This Hotfix solves the two following issues. Issue1 The .XVM file exported from the global scope (at the project level) is different from the .XVM exported during the application download to PLC. Issue2 In OFS, the Program Unit variable's access rights are not updated with Data Dictionary in the following cases: • Renaming the Program Unit. • Assign or remove an effective parameter on an Input of Program Unit. • Change the value of “R/W Program external used” attribute of Program Unit variables. And if Build change is done. This Hotfix can be installed on Unity Pro S, L, XL, and XLS(*) (*)This Hot Fix must not be installed on Unity Pro V13.0 XLS to generate Safety projects, as TüV certification status is not valid for this Hot Fix.
