No, You should never see sparks when taking the shorting screws out. This is an indication that the secondary of the shorting block and CT's are not connected properly to the Circuit Monitor. The spark is generated by a high potential which is typical of an open secondary on a CT. If this should happens, immediately reconnect the screw and check the wiring.
