Power Monitoring Expert 2020 Installation fails on Windows 10 Pro Version 20H2 when SQL Server Express is used

Issue

First Issue:
The Installation of PME2020 fails on Windows 10 Pro Version 20H2 if SQL Server Express needs to be installed. The PME installer launches the SQL Server Express 2016 installer which fails silently and thus the database connection test  which is part of the PME installation process throws an error "Database Connection test” was Unsuccessful". This is because no databases get created since SQL Server did not get installed. Refer below screencap for the actual error dialog:
 
          

Second Issue:
Prior to installing PME, if an attempt is made to install any version of SQL Server manually on systems running on Windows10_Pro Version_20H2, the SQL Server install will fail.

During SQL Server (any version) installation on Windows10_Pro Version_20H2, once Feature selection is done, clicking on  the Next button gives error: “Attempted to perform an unauthorized operation”. Refer below screencap

Cause
The SQL Server Setup process can't enumerate the following registry subkey: HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\Microsoft Edge


Microsoft has listed the symptoms and resolution for this issue in Microsoft article KB4594205 

Resolution
Installing any version of SQL Server on the Windows 10 Pro version 20H2 will fail if the version of the Edge browser is less than 86.0.622.56.
There are two methods mentioned in Microsoft KB article -
KB4594205 to resolve this issue:

 
  1. Update Microsoft Edge. If the Microsoft Edge browser installed is any version from 84.0.522.52 through 86.0.622.55, SQL Server will not install.  As mentioned in the Microsoft KB article, follow the Method-1 for Microsoft Edge update.
  2. Make an edit in the WIndows Registry as described in the Microsoft KB article.
       Using RegEdit, open the Windows registry and browse to the key “HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\Microsoft Edge” and then right click on Microsoft Edge and select the “Permissions”              
       Step 4 to 6 of method-2 are explained below:
  1. Click on “Advanced” and Change “Owner” in “Advanced Security settings for Microsoft Edge” from “SYSTEM” to the current user logged on the system. Here in below screencap current logged in user is “admin”. 

                    
 
  1. Provide “Full Control” permission to “Administrators” & “Users”

                    
 
  1. After, implementation of above mentioned Microsoft KB, install PME2020.
  2. On windows10, it has been observed that sometimes during PME2020 installation, the installation of Floating License Manager (FLM) hangs for more than 30 minutes or even longer.
  • Pressing “Ctl+Alt+Del” will force the installer to install the FLM.
     
  • Or If, it is timed out and all other steps executed successfully and only FLM has failed to install then, retrying all the steps of installation will install the FLM successfully in second round.
