Issue
Unable to upgrade ION meter using ION over modbus when a HEP meter (ION9000,PM8000, ION7400) is the modbus gateway device

Environment
ION9000, PM8000, ION7400 is configured as modbus gateway with ION meter downstream using ION over Modbus

Resolution
Workaround options at this time
A) Connect directly to the meter, ideally via Ethernet port
B) Use a different gateway device such as EGX or Com'X. Not that upgrading the firmware via serial connection not not recommended.
