Cannot open MDI device driver after upgrading to SPM 7.0.1 from SPM 7.0

After upgrading from SPM 7.0 to SPM 7.0.1, user cannot open the .ion file in the Modbus Device Importer (MDI)

Upgraded from SPM 7.0 to SPM 7.0.1

SPM 7.0.1

The MDI tool is looking for a specific string in the .ion file that was not included in SPM 7.0

*Warning: Take backups of any files prior to modifying them. Ensure the backups are in a location that will not be overwritten (i.e. the Desktop). 

Need to add content to the .ion file before opening with the MDI.
Location of the .ion file can vary depending on how the driver was added to the system
[Software install folder]\config\template - Used as a location to edit drivers without changing the software any changes here will not be used until update device is selected in the MDI
[Software install folder]\config\translator - Location of drivers used by the software. This is the first place PME will look for a driver. Changes here will immediately be implemented by the software
[Software install folder]\system\translator - Location of default drivers installed with PME. Do not edit files in this folder as they will be replaced when software is upgraded.

1) Open the desired .ion file with a text editor
2) Change the first line of the .ion file from <?xml version="1.0" ?> to <?xml version="1.0" encoding="UTF-8"?>
