The Load Application Resources step of the install attempts to update all language packs available for PME 8.0.  During the installation it encounters a duplicate.  At this time the exact cause is still unknown.  This document is intended as a workaround so that installation can continue. 
*Warning: Take backups of any files prior to modifying them. Ensure the backups are in a location
that will not be overwritten (i.e. the Desktop).

This is a workaround that allows the installation process to continue with only the required language being installed.
1.)  Cancel the current installation
2.)  Browse to your PME installation files then browse to the following directory…\setup\BrokerFragments
3.)  Locate
4.)  Right click and select edit
5.)  Comment out all of the sections not required by starting the line with <!--  and ending the section of comment with -->   The example below is designed to only install the English language. The green area is what has been commented out. Do this for all BrokerRequest segments in this file.
6.)  Save edits to the file and start the installation.
The install should now complete.
