Cause
A need to have the meter calculate block demand as opposed to sliding window demand

Resolution
Block demand calculations are completed at the end of each demand interval, and the result is used as the new present value for the peak demand evaluation.
As such, block demand can be measured using the Sliding Window Demand module by ensuring the number of subintervals is set to 1.
