IL1R and IL1I could be different if we have to reverse the input state to do some operations, for example, we have DI2-high, and in order to activate an assignment, we must have DI2 low, So with DI2 high, the physical image here is 1 and the real image is 0). You can consider them as inputs and outputs of a logical circuitery (inputs = physical images ; outputs = real images). the outputs correspond to what we really apply to another circuitry to do other operations.
By the way, if we don't have to reverse any logical-input state (input state=output state), IL1R=IL1I (physical image = real image).
