Why on a Quantum Unity PLC (140CPU43412A) does Forced objects reset on a power cycle?

Forced objects reset on a power cycle because the customer has made a Project Backup.
When a Project backup is made, every power cycle will cause a cold restart (%S0). This cold restart
will reset all forced objects.
