This knowledge base article explains how to resolve the issue which is, Windows SoftDPAC service is not getting started for Windows11 Operating systems in Regional languages like Japan, Korea etc.

The symptoms of this issue is like, when user starts Windows SoftDPAC in Ecostruxure Automation Expert, the below shown error will appear.

This issue is happening due to change of the Ethernet Adaptor's name from English to Regional language due to the latest update in Windows11.

The workaround for this issue is to Rename the Ethernet Adaptor's from local language to English. After that, Windows SoftDPAC Service should start without any issue.
