While installing EBO WebReports, an error saying 'Unable to connect to database' stops the installation from proceeding further.

Please check below points:

Open Software Administrator and check if Enterprise Server Service is running
If it is already running, then stop the service and see if there are not any port conflicts. If any, modify to the ports which are not in use.
