Event Timestamps in Management Console Show in UTC Time Instead of Local Time

Issue
Event Timestamps in Management Console are displayed in Coordinated Universal Time (UTC) rather than in local time. Adjusting the server time zone in Windows settings has no effect on the timestamps.
