The Export Control Classification Number (ECCN) for ION meters or ION/SPM/PME Software is EAR99.

ECCN determines whether a license is needed to export dual-use items (i.e. commodities, technology and software that have both civilian and military or proliferation applications) outside of the U.S. This number appears in the Commerce Control List (CCL) provided by the Bureau of Industry and Security (BIS) within the U.S. Department of Commerce. These controls are implemented through the Export Administration Regulations (EAR).
