PM2xx meter is not available as a device type in ION Setup 3.0

Cause:
PM2xx meters' register map is very similar to PM7xx meters' register map and they are combined as one device type.
Resolution
PM2xx template is available as part of the "PowerLogic PM700 Series Power Meter".
after choosing this device type, navigate to Display tab and change template options to "PM200" and click OK
