Resolution:
Below are the instructions to install Vijeo Designer Runtime onto a Generic PC/iPC and download an application:

1. For iPCs, goto step 2.  For Generic PC, you will need to unlock the Vijeo Designer for Generic PC runtime target. To unlock by going to the Help Menu and select "About..." Under the License tab select the "Upgrade.." button. Input "VJDHTGTSPVxxM" in the Upgrade Reference Number field. (where xx denotes the version of Vijeo Designer, if you are running V6.2 use "62" in its place.)
2. For iPCs, uninstall the version of the Runtime that is on the target by going into Control Panel -> Programs and Features -> Vijeo Designer Runtime.  Then install the version of runtime that matches Vijeo Designer buildtime (development) For Generic PC, install the version of runtime that matches Vijeo Designer buildtime (development).  If you are not able to acquire the proper version of Runtime, please call Schneider Electric technical support to request the correct Runtime installation file.
3. Runtime on the PC need to be launched
4. Make sure firewall are turned off when downloading to the PC Runtime.
5. Verified the media connection (ethernet or USB cable) used is correct.  If ethernet, make sure both PCs IP address are in the same network.  If USB, make sure the XBTZG935/USBB driver is loaded properly on both PCs.
6. From the Vijeo Designer Buildtime, download to the target.
