Compare on two programs is not finding the initial value changes for derived variables.   If you switch to XML view it does
highlight the changes but it will show there are no differences and using the next/previous difference buttons doesn't find themeven if
the 'insignificant changes' option is checked.

The reason is due to the Control Expert file not providing the correct 'xml' input to compare values of Structure type DDT values.

The XML node for values of Structure type DDT Variable is populated only if a value is present.  If there is no value, then value node
oesn’t get populated in the XEF file. This behavior in the XEF files causes confusion. Because of this behavior, comparing values for Struct type DDT is not possible

Correcting the issue would require a redesign of some Unity components. It's not possible to fix this problem
