PME - "The HTTP request is unauthorized" error when opening application on Engineering Client

Issue
When trying to access any PME applications on the Engineering Client-server, an error message appears:
"The HTTP request is unauthorized with the client authentication scheme 'Negotiate'. The authentication header received from the server was 'Negotiate'."

Root Cause
The passwords for the local built-in administrator on the application and client machine are DIFFERENT.

Proposed Solution
The issue can be avoided by logging into the client machine with a domain account or making sure the local account used exists on both machines with the same password.
