In Control Expert I am unable to modify custom library/librairies because of a locked message

Issue
User can't create or remove families from their Custom Lib. The error message is "Library database is locked by another process"
running as admin solved the issue, but customer would like to know which folders the software needs admin access to in order to check with his IT group to modify permissions for his windows user login.
Resolution
Try running the Control Expert software as admin with "run as admin" option on the icon and see if that solves the problem.
If it does, but you can't always run the software with admin privileges, you'll need to modify the privileges or your Windows user on this folder (it needs to have read/write privileges on it)
C:\ProgramData\Schneider Electric\Control Expert XX.X (where XX.X is the software version)
