Can a QO or Homeline 2p GFI breaker be used to feed a 2w, 240 V load that does not have a load neutral wire?

Resolution:
Yes. Simply terminate the two hot wires on the breaker and leave the neutral lug unconnected to anything. The pigtail wire on the breaker must still be connected to the neutral bar in the panel - this is required to power the electronics.
