GOOSE communications periodically drops out and comes back.

This can occur if the imported third party IED device CID file does not have the GOOSE 'MinTime' or 'MaxTime' field for the GOOSE subscribe delay timeout.

A fix has been implemented in exec firmware version 2.4 where it will set an appropriate default value when there's no 'MinTime' or 'MaxTime' field in 3rd party CID file.  The fix is described as a stability enhancement in the release notes.

To resolve the issue, update to the latest exec firmware.
