Microsoft MSMQ Update causing false "there is insufficient disk space or memory" or "insufficient resources" errors for PME

Issue
After applying one of the following Microsoft Security Updates (KB5071546, KB5071544, KB5071505, and KB5071543) some PME systems are displaying false "insufficient resources” errors, and applications unable to write to queues. Some systems also display misleading messages such as “There is insufficient disk space or memory,” despite having adequate resources.

Resolution
Microsoft has confirmed that the December 2025 security updates are causing issues with Message Queuing (MSMQ) functionality, impacting enterprise applications and Internet Information Services (IIS) websites.

This known issue affects Windows 10 22H2, Windows Server 2019, Windows Server 2016, and Windows Server 2012 systems that have installed the KB5071546, KB5071544, KB5071505, and KB5071543 security updates released during this month’s Patch Tuesday.

The issue was caused by the recent changes introduced to the MSMQ security model and NTFS permissions on C:\Windows\System32\MSMQ\storage folder. MSMQ users required write access to this folder, which is normally restricted to administrators.

To address this issue Microsoft released new patches to solve the issue:

- Windows Server 2019 resolving update: KB5074975

- Windows Server 2016 originating update: KB5071543
- Windows Server 2016 resolving update: KB5074974

- Windows Server 2012 originating update: KB5071505
- Windows Server 2012 resolving update: KB5074980

- Windows 10 version 22H2 originating update: KB5071546
- Windows 10 version 22H2 resolving update: KB5074976
