For EcoStruxure OPC UA Server Expert, is it possible to set it up to ignore IP address modification on the ethernet adapters on the machine, so that setup repair for certificate update is not required ?

Since EcoStruxure OPC UA Server Expert version 2.01 SP1 you can launch it using a specific parameter to ignore IP address machine modification that would require a setup repair for certificate update.

By using the latest version 2.01 SP3, you can define in the Configuration Tools, Static Mode which manage a fixed configured list of Server endpoints URLs ignoring system hostname modificaiton
