How to resolve Error 1330 when installing License Manager in Windows 10 21H2

When installing License Manager in Windows 10 21H2, below Error 1330 will pop out.

Root Cause:

There are some certificate or some dependencies that are required from License Manager missed in Win10 21H2 system. Therefore it tries to approach to external link to download those missing part during installation. Those certificate or dependencies have been included in Win10 22H2 by default, therefore when test a offline install on 22H2, there was no issue.

Solution 1:

If possible, move to Win10 22H2

Solution 2:

If Win10 21H2 is necessary, then utilizing the method mentioned in below FAQ will resolve certification issue.
