HEP meter with V2.2 Firmware CID files occasionally fail to parse correctly on first attempt
Issue
Uploading a valid CID file to the meter via sFTP will be flanged by the HEP as an invalid CID file in the IEC 61850 log.

Cause
Depending on the sFTP client, when transferring a file, a temporary file can be created that is renamed after the upload is complete. This may result in the meter trying to parse the file before the upload is complete.
Resolution
Upload the file again and verify the IEC 61850 log shows that IEC 61850 is running.
