Once the License is installed on a USB key , there is no need to transfer the license from a PC with windows XP to another PC with Win2003 .
Simply you can put the usb from this PC to the Other.
But if you want the 2 PCs (XP and WIN2003) to run at the same time , so you have to buy another license .
