The paint has to be scraped / peeled off for safety and effective earthing.
The Earthing bar usually has multiple points where different earthing cables are terminated and a main point where the main earthing cable connects.
Generally the earthing points like on enclosure doors have a plastic cover which is placed before initial painting at the time of manufacturing, and in the panel board assembling when connecting the earthing braids this plastic cover is removed and the earthing is fixed.
