This function can be done using Protection relays like Sepam,and can not be done in Micrologic.
Normally, The standby earth fault protection for LV breaker is achieved on the MV side ,so if the LV breaker fails to sense it,the upstream MV protection relay will back up it,and trip the MV breaker.
