There are totally 3 conditions. Once one of these 3 conditions is met, there will appear a potential broadcast storm error:
1). The network traffic load reaches or exceeds 77% in the 100M bandwidth , or the network traffic load reaches or exceeds 100% in the 10M bandwidth.
2). The ARP packets flow reaches or exceeds 400 per second.
3). The collapse packets reaches or exceeds 2%.
