Without losing utility power, is there a way to switch to Emergency (generator) power and stay there?
YES.  MOST automatic transfer switches come standard with Feature 17 – “Remote Transfer to Emergency”.

This feature starts the generator and initiates load transfer to Emergency power.  The transfer switch will stay on Emergency power as long as the Emergency Power Source is acceptable and the feature has not been de-activated.  If the Emergency source fails and the Normal source is available and acceptable the switch will return to the normal (preferred) source.
