Cause
A firmware upgrade is done without restoring the meters framework, which causes the persistent modules to not be fully restored.

If a custom framework is downloaded after a firmware upgrade, and that framework does not have the persistent modules then some of the functions will be missing.


Resolution
Without restoring the framework, restore persistent modules after firmware upgrade is complete by linking the modules together by hand.
