This knowledge base helps the user, when he faces the below issue after launching the plant SCADA runtime manager.

During our investigation, we have noticed the windows user groups for the security roles were not created. As a general practice, we tried reinstallation of plant SCADA and its components which did not help.
Also, we have noticed the security roles weren't created in the plant SCADA configurator.

It was found the issue has happened because the plant SCADA was installed on windows system that has Turkish language. There was no notification during the SW installation.
To come out of this issue ,below procedure needs to be followed.
1. Run a command prompt as administrator.
2. Change the current directory to C:\Program Files (x86)\AVEVA Plant SCADA\Security by running the following command:
cd "C:\Program Files (x86)\AVEVA Plant SCADA\Security"
3. Run the following command to initialize the security roles model and add the current user to the roles.
SE.Scada.UACWorks.exe initsecuritymodel "C:\ProgramData\AVEVA Plant SCADA 2020 R2" -adduser
4. Reboot the machine.
The above procedure helps to solve the issue of creating security role model in the configurator and the user will be able to run Plant SCADA runtime without any error.
