Issue:
If there are duplicate VMs with the same hostname e.g. "localhost" this can sometimes result in VMs being incorrectly identified as system VMs and skipped for shut down which will prevent hosts from entering maintenance mode.

VMware vCenter Server and ESXi hosts
 

Cause:
Duplicate VMs with the same hostname assigned. 
 

Solution:
Ensure that all VMs are correctly configured with a unique hostname.
