Is the blanking plate available for the MTZ2/3 chassis that covers the locking accessories?

The blank plate specific to the Masterpact MTZ2/3 chassis is not available as a spare item. It is however, a part of the reference LV848539SP.

This spare is a locking kit for the breaker but it uses the same blank locking plate as in the chassis an so it could be used by just dismantling it (2 screws) and attaching it to the chassis front plate.
