Users who log onto their system using accounts with restricted privileges might see this displayed. However, despite the message a managed shutdown is provided during an extended power problem. Make sure you are logging in with full admin rights on PC.
Verify if the PCPE (APC UPS Service) is started and set to Automatic in your windows OS services. This error message comes up if the PCPE service is stopped. Services option is available under Task manager( press ctrl+alt+delete).
