The meaning of "I LO ALARM" on VarPlus Logic VL12 display is that Measured current is too low (less than 15 mA) and as a result all steps are opened in succession.
Recommended checks for this is :- Connection error of CT; short-link of CT is not removed; CT ratio is too high compared to real current; no current.
