Alarm relay stay closed when below conditions meet.
1. 24V_BAC is OK.
2. 3V3_BAC is OK.
3. ALARM_CPU_N is high(1) or there is no CPU.
4. The RESET button is not activated.

Alarm relay is opened when below conditions meet.
1. 24V_BAC is not OK.
2. 3V3_BAC is not OK.
3. ALARM_CPU_N is low.(2)
4. The RESET button is activated.
