This could be the issue of windows compatibility. Follow below step to install the software:

1. Right Click on Setup file and Go to properties.
2. Click on Compatibility Tab.
3. Select "Run this Program in compatibility mode for:" check box under Compatibility mode. Refer attached snapshot.
4. Select Windows 7 from Drop down list.
5. Click Ok
6. Run the Setup as administrator.
