This is normal behavior of RM22TR33. Here is the explanation

When RM22TR33 detects loss of phase (measured voltage < 150V) then it reacts instantly with ignoring the adjusted time delay.
Time delay function is linked to overvoltage and under-voltage measurement, so when the voltage crosses the threshold time delay starts counting.
