Read Only configuration can be achieved by adding User and Groups Management and restricting the permissions or providing limited access to other users.
A sample file is also attached with the user for the sample project is “Owner” and password “Owner”.
Step by step procedure is as below to achieve the requirement.
It is necessary to log in as Owner to change the password – first login as Owner is with empty password.

It is necessary to log in as Owner to change the password – first login as Owner is with empty password.
Password of Owner is changed now but still nobody is logged in.
Double click on field Project user: (nobody) to open the Logon filed. Enter Owner and password
Go to Project -> User Management -> Permissions… Select all entries located under Commands -> Execute Set Deny for group Everyone
Select all entries located under Object type -> Create Set Deny for group Everyone
Select MyController under Project objects -> Add or remove children Set Deny for group Everyone.
Select MyController under Project objects -> Modify Set Deny for group Everyone
Select MyController under Project objects -> Remove Set Deny for group Everyone
Select MyController under Project objects -> View Set Grant for group Everyone
Now some settings need to be adapted, so that Everyone can… - open the project - set an active path to a controller - compile the application - download the application - start / stop the application - close the project
Select the objects shown below from Commands -> Execute and select Grant
Close the Permissions dialog, close all windows, save project, close project, re-open it, do not logon.
Click Cancel and acknowledge the following message (both twice)
Now you have access to the project without permission to add/remove/change the application/code.
