Resolution:

Power factor = 1.00 Lag is shown on the meter is a default/fallback value when the voltage is zero. Under these conditions, an actual PF calculation cannot be performed and is therefore set to a default value as per the meter logic.

SCADA systems read raw Modbus registers, which may contain previous PF values or unscaled values. This is not an issue on the meter side and any required corrections must be implemented in the SCADA application.
