Does customer can set up a warm standby system without any FIPIO agent?

Does customer can to set up a warm standby system without any FIPIO agent. In other words?

the customer must configure at least one device on Fipio.
It's a rule.
Without any device the system will not work correctly.
The more recent PLC Range (M580) are not affected by this because it does not use FIPIO fieldbus anymore
