[Error number: 0x80070725] [Incompatible version of the RPC stub] when attempting to install DLF-3000

Issue
When InstallShield is being used and you are attempting to install DLF-3000 an error message appears:[Error number: 0x80070725] [Incompatible version of the RPC stub]

Cause
This issue may be caused by any program that installs different versions of the Oleaut32.dll, Olepro32.dll, Asycfilt.dll and Stdole2.tlb files (and possibly others). This may create a mixed file version environment with files that are not compatible with each other. For example, version 3.50 of Oleaut32.dll is installed and used only by Windows XP and causes this error if it is installed on a machine running any other operating system.

Resolution
For DLF-3000, the best solution is to upgrade to a fully supported operating system like Windows 7,8, or 10.

This error is no longer able to be resolved using the Microsoft Support Knowledgebase article 321915, which solved the problem in the past, because this article no longer exists. Windows no longer supports older operating systems such as Windows XP.
