Altivar ATV61 and ATV71 with Ethernet IP card VW3A3316

Cause:
Needs to write a reverse command over the network using assemblies 103 and 104.

Resolution:
Ethernet IP command for REV  using assemblies 103 and 104.
Reverse mode
bits 1, on
bits 5 on
bits 13 on
all need to be on
bit 4 needs to be off
or DEC 8226 is REV
