Issue:
As of 16 September 2024, Microsoft no longer allows basic authentication for personal customers.  As a result, PCBE and PCSS can no longer connect to smtp-mail.outlook.com to send email notifications.

Please review Microsoft's announcement at the link below.

Basic Authentication support will be removed from Exchange Online in September 2025.
