How to fix the "ExitCode ERROR!" issue when starting Vijeo Designer Runtime?

If the OS on the IPC is Win10 64-bit, user will see "ExitCode ERROR!" when starting Vijeo Designer 6.2 SP11 Runtime.

To solve the issue, user can upgrade to Vijeo Designer 6.2 SP11 HF5(6.2.11.2301_6.2.11.2301).
